I don't think that you would want to do block all messages from POSTMASTER or MAILER-DAEMON. People need to know that their mail is bouncing, but I agree that this is particular example is a problem.
We have a similar issue happening and what we've done so far is tell the user to stop forwarding their mail to the external address and then block that external account on our spam filter appliances.

No you donīt, because you can have a rule set to keep the message in your inbox and do not process any more rules, so if a mail arrives from MAILER-DAEMON you keep it and then the forwarding rule is not executed.

It would be nice if there would be a way to hide the filter rule from the user in the Web interface, so an admin could add this rule to everyone and there is no danger for the user to delete it.
