You can't in the FOSS version.
In NE you can create a custom type of admin that doesn't have that permission.
( AFAIK )
Correct.. you can make an admin distro list with 'admin views' such as user administration.. then go into the domain and modify the ACL of that domain to give the 'distribution list' specific rights... then make a user a member of that admin group under the edit user pane.
Specifically you need to put in a -loginAs right for that group in the domain. This prevents the user from viewing anyone's mail
