localconfig.xml nuked!

Hello,

the zmsetservername - script has a really ugly bug: if it can't read the localconfig.xml (maybe 640 perms), it won't stop working but run through and kill everything except the new servername from the localconfig.xml
This could be a real desaster.
Please make the script check if it can read localconfig.xml BEFORE doing anything.

If you think you've found a bug you need to file a report in bugzilla, that will get the attention of the developers.
