Prevent file downloads in Briefcase

We have a specific set of users who will be accessing Zimbra from shared terminals that we don't own. For a variety of reasons, we'll have to block them from downloading attachments, which we've done and works well.

We would like them to have Briefcase, however. The Documents tab works well enough for word processing, but Briefcase has the spreadsheet functionality which we like. If that's open, however, it opens up the transfer of incoming file attachments such as Word docs into briefcase, and then permits the downloading of them from Briefcase.

Is there no way to block DOWNLOAD from within Briefcase? We just want them to be able to store things, and/or edit spreadsheets.
