Default Can not modify users quota.

Hi,

My zimbra Version is following.
Release 6.0.8_GA_2661.RHEL5_20100820021155 CentOS5 NETWORK edition.
CentOS5.5

I added 6.0.8 patch ver3.

I would like to modify user quota. But I can not modify.
I know that Global Administraotr is modify user quota.But in this case I used
Domain Administrator.

Domain Administrator has following grants.
|Target Type | Right Name |
| domain | domainAdminConsoleRights|
| globalacltarget | domainAdminRights |
| globalacltarget | ConfigureQuota |

But I can not. And I check /opt/zimbra/log/mailbox.log.

com.zimbra.common.service.ServiceException: permission denied: can not modify mail quota

Please tell me how to modify quota.
