Per-user spam sensitivity filtering

Can Zimbra be configured to have per-user spam sensitivity? This is 95% of the reason we use procmail right now, and since my understanding is that Zimbra does not support procmail style filters, I am looking for a Zimbra-compatible alternative.

I noticed that you could not choose the SpamAssassin headers as one of the Zimbra filter choices.
