Is the message store capable of maintaining different service levels?

Please expand on what you mean by different service levels ? I presume you are talking about tiered storage levels ?

example:
I have 2 message store, and only one was made of the backup.
Is it possible to move selected users from store(without backup) to store(with backup)?
