Default Zimbra Cluster ?

could someone advise, if we're going to plan a Zimbra Cluster environment (for instance, total 200 Users environment).

Should we purchase 200 users for each cluster node? Or we just need to purchase totoal 200 users license and make sure to select Standard Edition or Professional Edition?

What counts (license side) is the global number of users in your ZCS infrastructure.

You can get a license for 200 users and set them on one single server, a pair of servers (cluster) or 39 servers (separate servers for mta, mailbox, etc).
You do it as you wish.
