sends emails outside my company

Sorry for my english...

I need to control or limit what users can send emails outside my local network...because now everybody knows his account can send emails setting outlook or thunderbird...

But i need that everybody can send emails inside my company and somebody especific cand send emails outside my company

it is possible? before when i worked only with postfix i could do it with
sasl auth specifying what users could do it with a salsdb2... database you
know?
