Default How to Setup a New Admin with No View Email Priviledges??

I need to setup a new administrator on the zimbra server that has full rights minus the ability to view users' email.

Is this possible? How do I set it up? I looked through the "Rights" menu, but didn't notice anything that seemed to be the right ACL...unless I missed it?
