Notifications of account addtions

Is there a way to setup notifications when an email account has been setup changed etc.. (we have a few administrators who add accounts to zimbra)

Not a built in way. You could write a script to parse the zimbra logs all day and look for said changes.. otherwise you would need to write your own custom front end that communicates to Zimbra to create/change accounts as requested, but also emails/logs notifications of such actions.
