Default How to block email at server side?

It's nice to have a block list on every user account. But is there a block list on the server side as well? I can't find it in the Admin GUI.

The feature doesn't exist in the Admin UI, I'd suggest you search Bugzilla Main Page - Zimbra and vote on what you find (and use the solution that's also there).
