Limiting: number of simultaneous sent mails, and attachment size

Hello all,

We have a department that sends emails, on a weekly basis, to a long list of customers (around 5000 customers).

Is there a way to limit the number of simultaneous emails sent by an address (globally, doesn't have to be specific for an address), as well as the maximum attachment size to be sent/received?

I think this must be done on an ACL level but I couldn't find the right config.

There are Postfix policy daemons you can use to do this.

Many large ISPs use these to throttle high-volume users.
