My question is for Zimbra mail Server administrators.

How frequently is the Legal Intercept feature used.

No need to be confused. Since the laws are different in different countries. Is this a mandatory feature for a mail server (like zimbra) in your country . i mean as per the laws of ur country.

In the United States we are required to comply with valid law enforcement requests, but we are not required to turn on legal intercept in Zimbra in advance of such a request.

There are different types of requests too, and WikiLeaks recently posted an old Microsoft document which is purported to contain Microsoft's policies for complying with various law enforcement requests.
