Does Zimbra check account limit in non-user-creation action?

I had issue recently.. My users add filters, set forwarding, always had error "account limit reached"

my domain has restriction max account and max account per COS.

encountered the issue again, searched on Google, found my old thread..

Version: Release 6.0.10_GA_2692.UBUNTU10_64 UBUNTU10_64 NETWORK edition.

Try to modify user preference but encountered this issue
