Default [SOLVED] Assistant Administrator

Can I give a user the ability to manage users (add remove reset passwords) without giving that user rights to all the other admin stuff?

All I can see is:
Global Administrator [x]

but that's more power than I want to deligate.

I am interested in this as well.
It will take some workload off the administrator.
