Default [SOLVED] POP3 clients and Junk folder / junk filter

Most of the users I handle receive their emails through POP3 clients, and they cannot receive emails identified as junk, automatically moved to their Webmail Junk folder.

I found this thread: "Client does NOT want a junk folder", but it's per user.
Client does NOT want a junk folder

Is there a way to disable this filter / feature for the whole server (i.e. globally, not per user / per domain)?
