Enable Zimlet Globally But Disabled Per User Initially?

In 6.x.... Is there a way to deploy a zimlet so that it's available but leave it "unchecked" for all the users? That way they can enable it if they want....but it's disabled by default.


The emoticons zimlet is one that we'd like to have disabled but allow users to turn it on if they want the feature.
