attachment size issue

Hi Guys,

I am facing very strange issue. I have setup below mentioned configuration :

zmprov mcf zimbraMtaMaxMessageSize 10485760
zmprov mcf zimbraFileUploadMaxSize 5242880

So my attchament size is 5 MB and total message size is 10 MB and I can see these values in admin console under Global settings..

But still our user are able to send more than 5 MB attachment..!!

Please help. I want the attachment restriction upto 5 MB.
