Move Folder/Rules/SPAM/Autocomplete

I have some questions:
1) how to move a folder from one account to another account? Do I need to appeal to the Thunderbird?
2) how to run the filter rules created by the CLI via webmail?
3) how to disable the spam from an account? I am sharing an account INBOX and SPAM folder is out.
4) I am having problems with autocomplete a User, how can I resolve, there are 40 accounts, is occurring with only two accounts, the observer error:
