Delegate Admin - Distribution Lists New Button Missing

I add a account to the zimbradladmins@... distribution list and set the administrator field for the account. After that, I can login to the admin interface with this account an see the Distribution Lists panel. But the new button at the toolbar is missing, see screenshot.
The View Rights tab of the zimbradladmins@... shows under Domains as Granted Rights "createAlias, createDistributionList, deleteAlias".
How I get the new button?

With the SOAP method "CreateDistributionListRequest" it's possible to create a new list.
A bug in the UI?

I have the same problem with Product version: 7.1.1_GA_3196 , "new" is missing from delegated Administrator interface. Any updates on the issue?

I found a workaround: add listDomain right to the zimbradladmins DL, and the new button will magically appear.

The workaround doesn't work anymore, after last upgrade 7.1.1 patch 2.

The following CLI command will help though (see here ):

zmprov mdl zimbradladmins@domain.com +zimbraAdminConsoleUIComponents domainListView
