Can someone tell me what happens if my Starter Edition licence expires? Does ZCS revert to the open source edition or do I lose all functionality?

Approximately 30 days after the licence expiry the NE features will cease to work. That means you will not be able to add any more users to the system (even if you've created less than the number of users on the licence) and you should do an 'upgrade' to the Open Source edition.

You can certainly install a new licence within the thirty days and I believe that would also apply after thirty days as well.
