No, you will not be able to create additional users until a valid licence is installed on the server.

Thanks for the fast response. That mean i got 50 users license, and i only have 20 users currently, if my license is expired then i will not be able to create anymore user? correct me if i am wrong.

You are correct, you cannot create more users if the licence is expired even if you haven't used all the available 50 users. You'll also find that the NE features will stop working in about 30 days after the licence expiry date.

An oldie-but-goodie workaround:
disable ntp and set the date back to when your license was valid:
sudo date -s "1 Jun 2009 00:00:00"

If you're just running zimbra on this host and you just need to create some accounts or whatnot then this should work perfectly.

Afterwards, just restart all your services via zmcontrol:
zmcontrol stop
zmcontrol start

When you log in through the web ui you'll still get an error re: your expired license but if you click the dropdown arrow you should not see any error description listed.
