Missing themes & Langes from client web UI

I'm at a complete loss for where to start here. Any help or suggestions to get me pointed in the right direction would be appreciate.

1. Somehow my themes & languages have dissapeared. I can't say for certain when. We've upgraded from 4.5-5 to 6 over the years.

2. All themes and options are available from admin ui and part of default cos. See the image below.



3. This is what a client side user sees. The menu selects for both theme and language are just completely missing/blank.



I've tried manually uninstalling/reinstalling themes from the command line with the same results as above.

Any other ideas or thoughts on where I should look to get back themes & languages?

Still haven't solved this.

Just upgraded to 6.04 and see the same behavior.

Does anyone have any ideas?
