Default Changing CoS Doesn't Work

I have a user who has a CoS with a 2GB quota and I changed him to a CoS with a 3GB quota but it does not take effect. I ran zmprov flushCache but that doesn't work. I can click the 'auto' box for CoS and that works but changing him to any of our custom CoS does not work. Other users do show the CoS change.

Can someone help?

What doers mailbox.log report ? Do you see any exception ?
