Subscribe primary calendar like a secondary calendar?

This is somewhat like the auto-provisioning thread, but not quite.

I'm wondering if there is a way to subscribe a user's primary calendar in the same way a secondary calendar can be subscribed.

We have a scheduling program that will generate an .ics every time a user's schedule changes, but need a way to get that into a user's calendar. Since most users view their calendars in the phones, and many have windows mobile phones which can only view one calendar, we need to get their primary calendar to subscribe to a url that references the ever changing .ics file.
