Default Users with internal access only

Hello, i'm new to zimbra and installed one in a test server for evaluating...
The company policy is that some departments can only send emails to others employees, to users in GAL, and can't send email externally, to others domains.
How can i setup this? Verified through the users configuration, in admin console, but found nothing.
