Default Disable a Users ablity to change the "from" field?

currently, a normal user can sign in and from preferences>accounts they can changes to their "From" field or "reply to". How can I prevent this?

I know I can disable the preference tab altogether, thus preventing users from making the change. However, all I would like to do is disable the users access to the Accounts area.

I can't believe his can't be turned off or controlled by the admin panel. I find that really surprising!

I think that everybody just forgot about this bug or it's so no one needs. Every zimbra admins lets users to change "From" field ?
