Question Free/Busy Data blank for one user

The Free/Busy data for one user is always displayed as "free" or blank, when in fact that users calendar is full, when viewing that users free/busy data using the schedule tab or http://server.domain.com/home/username?fmt=freebusy will also display a "free" or blank calendar.

I've tried re-indexing their account with no change.

Any suggestions on how to fix this?
