Mail rejected by Windows Live Hotmail for policy reasons. We generally do
not accept email from dynamic IP's as they are not typically used to
deliver unauthenticated SMTP e-mail to an Internet mail server.
The Spamhaus Project maintains lists of dynamic and residential IP
addresses. If you are not an email/network admin please contact your
E-mail/Internet Service Provider for help. Email/network admins, please
visit MSN Postmaster for email delivery information and support)
(in reply to MAIL FROM command)

If you are on a Dynamic IP address then the answer is in the error message you've posted.

Did you read the error message above that I highlighted in red? That describes why your mail is not being accepted by other mail server, dynamic IPs are usually used by spammers and a lot of mail servers will not accept mail from those IP addresses. You'll need to relay your mail through your ISPs mail servers, make the change in your Admin UI and if you need to authenticate then use this information: Outgoing SMTP Authentication - Zimbra :: Wiki
