Default "cannot set user id: Resource temporarily unavailable"

perhaps it's more of a linux/redhat question then a zimbra question...

I recently setup SSH to deny root logins. So i login as myself, then SU to root to do administrative work.

When i su to root, then su to the zimbra user it gives me the message:
"su: cannot set user id: Resource temporarily unavailable"

I'm able to su to other accounts from root, just not to zimbra.
Google hasn't come up with anything, so i'm thinking perhaps someone here might know something?

If you remove that restriction does it work again?

    it doesn't actually-

I reenabled root via SSH, SSH'd as root, and now i can't su to the zimbra user.

The only thing i've changed on the system was to add a user for myself via the useradd command

I'm afraid to reboot the system or restart the zimbra service until i'm sure that zimbra will start back up like normal

(just a note, this is the zimbra network version, running on RHE4)

Not sure what would cause this then.. Can you su or sudo to other users?
