451 Error With Public and Private Domain

Hi,

Due to increase in SPAM and Malicious Emails nowadays Mail Server Administrators restrict the incoming connection to there Email system for example yahoo dont allow too many connection ,if it see too many connection it will start deferring your emails from ur domain.Is there any way in Zimbra to restrict the number of connection and the delivery rate can be controlled.
