Default Syslog vs Syslogd?

After upgrading to 5.0.11 my server stats do not accumulate and /var/log/zimba.log remains empty with length zero. Issuing "/etc/init.d/syslog restart" fixes everything, but only until the next nightly shutdown and backup. How can I fix this permanently? I read some of the posts concerning syslog, but I wasn't sure if the problem was the same.
