[SOLVED] distribution lists

So is there any sort of place that you can allow only certain users to email to distr groups? I am not really seeing a solution for that in my looking through documentation...

I want to create 6 groups, and limit it so only one of the groups has permissions to send to all groups.

hmm ok so I have it setup correctly now, as far as blocking but can I make it so there is no bounce when people attempt to send to my restricted emails?
