limit total recipients and exclude some special users

Dear all,

How can we limit the total recipients in each email , and exclude several users not affected by this rule?

I've made several search and found we can limit the email total recipients by 'smtpd_recipient_limit' parameter (refer to: [SOLVED] recipient limit or max recipients )

but how to allow several users who will not be impacted by this limit?
