Default Cannot Compose New Message After First

Hi all,
One of my users is having a really strange issue, wherein he cannot compose any new messages after the initial new message, after logging in. I've tested this with Firefox 3.0.10 and IE 8.0 on the client side (Windows XP), and the issue happens in BOTH browsers. I just tested it on Safari 4.0 Beta on the Mac side, and the same thing happens:
  1. Sign in.
  2. Click Compose/New Message (or use shortcut key).
  3. Send email.
  4. Click Compose/New Message (or use shortcut key)....
  5. ...nothing. No message composition window.
Now, if I enable "always compose in new window," I can compose+send.

Any ideas? This is the only user this is happening to...
