[SOLVED] How to creat many new account with Bulk

I used a .csv file to creat many account,but it give me a message like this：
message： system failure: Error code： service.FAILURE Method: GetBulkProvisionAccountsRequest Details：soap:Receiver . What I can do?

I had solve the program.
My file the .csv had a wrong format.
