Welcome to the forum.

What do you want to do exactly?

Forbidd users to send mail (internal and external)?
Hide the "mail" tab in the ZWC?
Something else?

For example I have 2 accounts

I wish that i could a@site.com with a customer to configure mail pop3 and smtp.

but you want b@site.co account that can only configure pop3 and smtp is relayed.
