Default Limit Amount of Outgoing Messages

I was wondering if anybody knows of a way to limit the amount of outgoing messages users are allowed to send each day.

The situation is I run a free e-mail service (city.com) and registration is pretty open. Over the past week spammers have been taking serious advantage of the service and I am trying to prevent it.

I would like to limit the amount of recipient a person can send to each day as well as limit the amount of messages a user can send as well.

I saw a thread that showed how to limit recipient, but I don't see anything regarding actual messages. Can anyone help out?

You would need to use a Policy Daemon to achieve that.
