localize the header bar in Document

Dear All,

can anyone advise where's the corresponding setting for localizing these strings in Documents? Please check my attachment, actually, there's already one be localized, but others not.

we also check the ZmMsg_zh_HK.properties file (we use zh_HK locale here), some settings are already set, like :

actions
modifiedOnLabel

but why still displays in English except "actions" ??

any advice? Thanks.
