Check this out.
So I copy /etc/ldap.conf to /etc/openldap/ldap.conf and all is well.
While I don't need /etc/openldap/ldap.conf for authing users, it does effect /usr/bin/ldapsearch in some way. Funny thing is that when I set up a standard fare OpenLDAP server, I never needed to mess around with /etc/openldap/ldap.conf on my clients but I could be mistaken.
I referenced my ldapsearch path not because you don't know as judging by your posts, you know a lot more then I, but because I wanted readers to understand that ldapsearch means non Zimbra ldapsearch.
