performance problems

I have bought a license a few weeks ago. I've started migrating some domains to my server.
Since 2 days I am experiencing performance problems.
The CPU is hardly going to 5% avg utilisation, but the 'WAIT' state is often above 90%
'Load avg' above 5 is very frequently.
It concerns 20 accounts now on a dedicated xen-instance server with 1 CPU & 768MB RAM & 1.5G swap, swap is only touched for 0.5G
What else can I check or can I add ? Is memory the issue ?

The RAM allocation is way too low for a production server and is also below the recommended minimum for a test server - check the Quick Start Installation Guide.
I'd recommend you increase that to 2GB.
