Default Require password when creating account

I quickly learned that when using "Internal Authentication", you can create an account with no password. After this, even when using the administrator "change password" button, we could not log in. First - is this a bug? Second - Is there a way to force the specification of a password when creating a user account?

Thanks uxbod, I'll do that... but I think what I have here is two problems, first is to require a password (which I'll file an RFE for), and second is being unable to change blank (null) passwords so a user can login to the account. Any idea on the second part?

The second part of your question works fine for me. I can create a user with a blank password who, obviously, is unable to login. If I hit the Change Password button in the Admin UI it allows me to enter a new password and the user can then login. I assume that creating a user with a blank password then modifying the password in the user account fields (rather than the change password button) will allow that user to login?
