Default [SOLVED] slapd.conf.in

I am following the instructions here but when I update slapd.conf.in with the access to dn.subtree lines they do not get added to slapd.conf after restarting. Is there a particular place in the file that they need to go? I tried adding an invalid index to see that the file was in fact being parsed on restart and well it is...so I am confused why the fraudulent index would be added while the access section I'd like isn't....any ideas?
