Add some links in User's Preference

Dear All,

For some reason (probably i18n issue), we can not directly import
CSV file(from Outlook) to ZCS, thus we are trying to add a link
somewhere in User's Preference -> Import/Export .

If user click the link, then open another windows to tell users
they need to follow some additional steps before they import
contacts to ZCS.

the link is something like :
<a target=_new href="/xxx/xxxx">Import Help</a>

However, I can't find the accurate file I should modify for this purpose?
Can anyone advise on this?
