Default Java Memory Consumption Greater Than zmlocalconfig Setting

Has anyone seen this before?

Top reports java is using nearly 30% of RAM.

zmlocalconfig has java mailbox memory set at 25%.

Consequently, there is page file usage we would like to eliminate:
