Regarding mass emailing

I had setup 4.5.10 zcs in production envirnoment, my customer want to sent,
one mail to 500 email-ids at one shot but, in present scenario it is able to 25 at a time.

customer is using outlook express / Microsoft outlook with pop3.

Is ther any setting in server side or in outlook express so he can able to send one email to 500 at one shot.
