export ZCS contacts to Outlook?

Dear All,

ZCS has the default feature to export contacts to CSV
which supports several Outlook versions/gmail..format....etc.

However, it looks like it doesn't support our local locale (zh_TW.Big5),
in our case, Outlook can accept the CSV files which is in Big5 locale and
it looks like the CSV exported from ZCS is UTF-8. Thus, we can't import
such file to Outlook.

Does anyone have advice on this situation and know the solution?
