okay, i've figured out the syntax
the correct command syntax is

[zimbra@mail ~]$ zmlocalconfig -e tomcat_java_heap_memory_percent="50"
[zimbra@mail ~]$ zmlocalconfig -e mysql_memory_percent="20"
