Adding External Account

Hello,

I am trying to add an external Accounts for some users I tried mine it is success.
But when I try to add any extra external accounts for different users I get the following error message as in the attached snapshots.
Note the settings I am adding it is the same I done for my account but still I get this error MSG.
How I can solve it?
